Kevin is the founder and President of Biotactica. Prior to becoming a patent attorney, he was a biochemist in both academia and in industry. Kevin regularly assists Biotactica's clients in developing, acquiring and commercializing biotechnologies, pharmaceuticals and industrial chemical technologies. In particular, his practice focuses on life sciences patent issues, including preparing and prosecuting patent applications, managing patent portfolios, providing legal opinions with respect to patentability, validity and freedom to operate, conducting due diligence investigations and resolving patent issues in business transactions. In addition, Kevin works closely with universities, research institutions and companies to leverage their patent positions in technology transfer and licensing agreements, collaborations, and joint ventures. He has also provided support in regulatory matters pending before the FDA, USDA and EPA.

Representative technologies with which Kevin has assisted Biotactica clients include: pharmaceuticals, biopharmaceuticals and biologics (small molecule, siRNA and RNAi, antisense polynucleotides, ribozymes, gene therapy, antibodies, vaccines); enzymes and other catalysts; stem cells and therapeutic cloning methods; polynucleotide and polypeptide detection and screening; bioinformatics; structural proteomics, three-dimensional molecular modeling and drug design; transgenic plants and animals; cell culture equipment and methods; and nanotechnologies.

Kevin also assists clients with respect to public policy matters. He has assisted with drafting legislation pending before the Missouri legislature and the U.S. Congress related to economic development, stem cells, and elementary and secondary education. Kevin has been active with the Missouri Biotechnology Association (MOBIO) since 2000 and acted as its Legislative Counsel from 2001 to 2005.

Kevin received his B.S. in Biochemistry/Chemistry from the University of California, San Diego where he was a Research Scholar. He received his law degree from the University of Pittsburgh School of Law where he was the Editor-in-Chief of The Pittsburgh Journal of Technology Law and Policy. In 2005, Kevin was named one of the St. Louis Business Journal's "40 Under Forty," an annual award for becoming "a mover and shaker both in business and the St. Louis community." In 2006, Mr. Buckley was selected to Who's Who in America. Mr. Buckley joined Biotactica from a prominent international law firm.

Kevin is an Active Member of the International Society for Stem Cell Research, a Director of Women's Support and Community Services, and a member of the St. Louis Technology Gateway and Illinois BIO. He is registered to practice before the U.S. Patent and Trademark Office and is admitted to practice law in Missouri.
